What's Going On At the Empire Center?

If you've been to the Empire Center in Burbank recently, no doubt you've noticed the work that's underway near the intersection of Empire Avenue and Victory Place. There's concrete barriers, cones, heavy equipment and open pits, so it's hard to miss. There's also been a team of surveyors at work. 

What exactly are they doing? They're mapping underground utilities — gas lines, water lines, telecom, etc. It's all part of the Empire Project, a series of improvement to I-5 in Burbank, which also impacts nearby city streets. (More info here.) Before the contractor can begin building the new interchange and underpass at Empire Avenue, they have to relocate utilities, and to do that, they have to confirm the location.
