SR-710 Affordable Sales Program Regulations Posted

The revised proposed SR-710 Affordable Sales Program regulations are now available for your review and comment through August 14, 2015 at 5 p.m. Check them out here.

These regulations will provide guidelines for selling properties that will be declared excess along the State Route 710 corridor. Once completed, final regulations will be submitted to the Office of Administrative Law for approval.

Some of the proposed revisions include:

   + Clarified rules for renting a property purchased at an affordable price;
   + Detail on types of documents accepted to prove income, tenure, interests and intents;
   + Clarification on California Transportation Commission approval of contracts.

Caltrans has reviewed comments received on the proposed regulations since February 27. After extensive review and analysis of comments received during the public input process, Caltrans made changes with the ultimate goal of keeping affordable housing options available in the community. 

Caltrans owns 460 properties related to the SR-710 project in Pasadena, South Pasadena and El Sereno. These will be offered for sale in phases according to when they are declared excess. Historic homes require that an environmental document be prepared to ensure that there no adverse effects to the communities.
